While there are many reasons why an SSL plug-in may not work in Cubase or Nuendo or, sometimes, any other host (such as a missing plug-in license, incompatible bit depth or plug-in format, or even incompatible operating system), there is a specific issue that can occur with Steinberg software whereby the host (Cubase or Nuendo) "blacklists" a plug-in.
If your installed plug-in does ot appear in the VST list in your Steinberg host (even after scanning the folder where the plug-in file resides), it may have been blacklisted.

If you keep having issues with the plug-in being repeatedly blacklisted and you have already checked version/OS compatibility and, if needed, had these confirmed by SSL Tech Support, please contact Steinberg for further assistance.
